(1) Vendor needs to provide external auditors services to measure the relevance, effectiveness, and impact of the digital conversion initiative grant (awarded in 2016) and the eagles soar (awarded in 2014) grants to the government authority located in Bel Air, MD.
- The evaluator will provide periodic feedback from the site visits observations and interviews to provide formative feedback for program improvement. The evaluation report will be comprehensive that is accessible to a wide audience.
- The external evaluator will be responsible for site visits, online surveys and extant data access.
(2) All the questions must be submitted no later than November 16, 2018.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
