Vendor needs to provide mercury spectrum collaboration application enables account holders to request electromagnetic spectrum resources, receive assigned spectrum resources, perform basic electromagnetic propagation calculations, and display transmitter and receiver locations on map for use in an unclassified environment. Mercury is a cloud-based with web, iOS, and Android applications that provides the unique capability to perform transnational coordination of spectrum resources in a timely manner.
