[B] Scope of Service:
(1) Vendor needs to provide special assistant disparity study counsel services to assist and advise members on constitutional and other matters related to the implementation and administration of the state minority business enterprise program, the federal programs, and other remedial measures for minorities and women, with an emphasis on reviewing and evaluating disparity studies and other analyses to determine how they relate to goal setting, federal program laws, and the defensibility of the state’s remedial measures to the government authority located in Hanover, MD.
- The competency and defensibility of methods used in disparity studies, reports, and analyses;
- Matters related to requests for proposals and other aspects of the procurement process used to select a consultant to conduct or assist with studies, reports, and analyses;
- The review and assessment of draft and final studies, reports and analyses, particularly the state;
- The evaluation of studies, reports, and analyses, including the quality of the data analysis and legal significance of the results;
- Goal setting, guidance, and other matters related to the administration of the state program;
- Goal setting, reports, and other matters related to the administration of the federal programs;
- Compliance with regulatory requirements of various federal agencies;
- Current state law or relevant proposed changes to statutes, regulations, policies or procedures; and
- Other matters related to program implementation.
(2) All questions must be submitted no later than September 26, 2018.
