[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide grants management and reporting system using Zengine customizable, database platform.
- Cloud-based, highly configurable platform that can be deployed to collect, review, manage and track a wide range of grant and applicant data.
- Ability to build a minimum of 10 programs with unlimited applications, administrators and external reviewers.
- Data migration services to bring existing data into new platform.
- Unlimited file uploads, integrated database for tracking, and branded forms, templates, and emails.
- Integrated experience for internal and external users with email and document templates, dashboards, etc.
- Ability for point and click integration with third party applications (API).
- Submission portals that guide applicants through a custom-configured series of stages and tasks, such as eligibility, full application, award acknowledgement, and progress reporting through project completion.
- Ability to provide different user rights to tailor personal permissions and home screen access.
- Ability to provide a custom domain name and/or integrate with state webpage.
- Allow software extension through custom plugins, without any additional server hosting requirements.
- Enable non-technical administrators to configure grant opportunities (solicitations) using simple, drag and drop form builders.
- Ability to create one common application for a myriad of funding opportunities with capability to assign projects to one or more fund sources once awarded.
- Ability to create multiple funding opportunities (programs) if desired, with customized document templates.
- User-friendly interface for applicants to create profiles and submit project proposals and required documentation.
- Applicant and organization credentials linked to applicant and saved.
- Private review portals to enable assigned reviewers to login and evaluate proposals.
- Dynamic form builder ability for reviewer rubrics and scoring metrics that can be different by fund source/program.
- Reviewer scores and comments compiled as data and displayed through spreadsheet and visual outputs.
- Ability to split view of proposal materials and review scoring form.
- Ability to send award and rejection letters and correspondence efficiently to Applicants, individually or through batches.
- Ability for applicant to accept the award in the system.
- Ability to collect project data and updates through form-based, integrated and customized by program portals.
- Ability to customize and tailor a myriad of reports on all data collected in applications and progress reports. These should be generated through multiple fields, including dates, geographies, etc.
- The system will become the living depository of program data for the unit. Must be able to store and search multiple programs and years of implementation.
