[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide consulting services for a countywide case-study marginal cost fiscal impact analysis to the government authority located in Columbia, MD.
- To determine the operating and capital costs and revenues and resulting net fiscal impact of new growth based on the latest countywide residential and non-residential land.
- To run an updated scenario to determine the fiscal impacts resulting from the county’s recently revised adequate public facilities ordinance which will significantly reduce residential development in the near term.
- Building on item to determine the fiscal impacts including existing development in addition to the impacts from new growth that is, operating and capital costs (such as the replacement and renovation of existing infrastructure) and operating and capital revenues from existing development are to be incorporated into the fiscal model to determine total fiscal impacts into the future.
- To determine the fiscal impacts by individual land use prototype.
(2) All questions must be submitted no later than August 20, 2018.
(3) A pre-proposal meeting will be held on August 16, 2018.
(4) Contract period will be one year.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
