(1) Vendor needs to provide financial advisory services for the evaluating financial condition and policies, managing full range of activities associated with issuance of revenue bond and other debt for capital projects, review existing debt structure, capital budget, assist legal counsel, bond counsel and investment bankers in the development of new capital improvement and debt management programs to the government authority located in Baltimore, MD.
